SIM lock:

A sim-lock, NETWORK-LOCK, Carrier-Lock, IMEI-Lock or (master) SUBSIDY lock is a technical limit built into GSM and CDMA phones by producers to be used by service providers to limit the use of these phones to a particular locations and/or networks. This is unlike a cell phone (retrospectively called SIM-free or unlocked) that doesn't enforce any SIM constraints.

Unlocking Technology:

A handset can be unlocked by entering a code supplied by the network operator. Alternative mechanisms consist of software operating on the handset or a computer or laptop attached to the device, hardware devices that attach to the mobile or over-the-air by the carrier. Most of the time the unlock procedure is permanent. The code required to get rid of all locks from a mobile phone is called the master code, network code key, or multi-lock code. Generally if the device is network locked it will generally display one of these messages: SIM network PIN blocked, Enter lock PIN.

Economics:

Phone makers have monetary incentives both to enhance SIM lock protection (which placates network companies and will allow exclusivity offers) as well as to weaken it (broadening a phone's allure to buyers that are usually not interested in the provider that offers it). Moreover, making it very hard to unlock a handset might make it less desirable to network service providers who have a legal liability to supply unlock codes for some devices or in particular countries.

Unlocking Services:

Plenty of companies provide a carrier phone unlocking service . This service requires all those who want to unlock a device to give their IMEI number to a unlocking company and in most cases they will also need the country and network the mobile is locked to, sometimes sent through email or entered on their web site. The supplier will then supply (for a fee) an unlock code for the mobile phone handset.
